One of my sisters used to work for the sales tax division of the Dept of Revenue. People who collect the sales tax and then refuse to pay it to the state usually have a lot of excuses. One common complaint was "how can I run my business to generate the money to pay the sale tax when you've locked the doors?" It didn't get them much sympathy.
