What you’re calling the inlet strainer is the internal transfer pump’s regulating valve.

You say it’s clean and open. There should be a set screw under the 90 inlet fitting. Between the set screw and the black plug in the bottom shown in the pic should be a spring and plunger. Vane pump won’t make any pressure if that’s missing and that’s what pushes fuel out the head bolt hole you’re calling a bleed screw.
