That is not a bleeder screw that the screwdriver is pointing to, that is one of the head retaining/locating bolts. More than likely you have a stuck metering valve or pump plungers are stuck. Any chance this tractor been setting a while with soy diesel in it? Have seen that cause sticking pump components more than once.
