Test plots are put on the ground that are usually somewhat good. You wouldn't put a test plot in a water hole or the top of a sand dune.
I totally agree with this part, but.... that's also been consistently the case since the very first time a seed salesman had the idea to plant a show/test plot. I've always wanted more data from the toughest dirt, but every step you take in that direction at least "here" means you also lose consistency from strip to strip.
