Will that actually happen? Probably not, but he doesn't care one way or the other. By the time The Masses see that it didn't change anything, he will have thrown another dart and found another diversion. If it hurts cattlemen, he doesn't care about that either. He knows he has solid, unwavering support in that tiny sector of the voting public.
