Not all railroads were land grant railways. The Great Northern had none of the patchwork sections granted to them. Nor did the Soo Line that covered the area even farther north of the GNRR.
The GN prided itself as being the only privately funded railway on the continent, transcontinental anyways.
The Soo was in a way the arm of the CPR, and from my understanding the CPR got plenty in Canada to fund everything else.
