I don't know the answer but I'm thinking it may work if you have the persons SSN.
I've seen the guy in the video before. He claims to have traveled the world by posing as a pilot in transit. Another video he claims to have gotten approved at a upper scale apartment by posing as a doctor which led to a hospital administrator job. He's quite a story teller.
