I think your brother plays very fast and loose with information. Ethanol is estimated to be a little over 34% of corn usage. It has been higher with fewer exports so it will be a tradeoff if exports go down a higher % will go to ethanol.

Second this idea that all of the sudden ethanol will see a 50% usage increase is a pipe dream. First we are exporting 10-15% of our ethanol production already. That will be the first usage to change with any increase in blending rate. Additionally as one gets closer to the coasts, ethanol blending costs increase and make less economic sense. E-15 won't all of the sudden become ubiquitous across the US.

Do you have any sort of links regarding the KS data? The majority of gas station in KS don't sell 30% ethanol blended gas. So I have a hard time believing all of the sudden 75% of the gallons pumped are super premium. Also E-15 was already allowed to be sold 2/3 of the year. It was only during the summer driving season that it couldn't. During the Sept 16-May 31 timeframe E-15 could be sold.
