Hennepin, IL | Idk I've started to do the opposite and avoid letting rings get empty. Usually try to put 1 bale of lesser quality and 2 bales or so of better quality out at a time so they clean the better up good, then are mostly through the last bale and feed again. Since I've been doing that, I've actually had noticeably less waste and it seems easier to keep weight on old cows (think 10-15 years) in this weather. Lesser quality is usually dry wrapped grass or older coarse funky baleage, better quality is drier (say 25-30%) baleage either grass or mix. Another bonus is since they aren't hungry, they'll leave me alone more too.
To the OP, if that's what it looks like when you pull up, idk how much I'd worry. I'd be tempted to clean out that wagon when the weather cooperates though. That would get the bales down closer to them to make it a little easier plus there cant be anything good come from having the crap sitting in the bottom of that feeder. If there's much loose stuff around that isn't complete garbage, I don't think I'd bother loosening them. In that pic there appears to be plenty, but say you came back the next night and the bale looks the same with nothing loose around, then I'd step in.
