It can.

In my parents when one died the dead parent half became irrevocable.

My wife and I revocable trust was that way too. But when we had it redone and updated now it doesn't. Still 100% revocable by the living spouse. I questioned the utility of that but ended up accepting it.

You need a good estate planner for good advice in that area. The size of the estate has a lot to do with it. But there are other concerns such as how will the mind be of the surviving spouse? Will he or she still be able to make good mental decisions???

There is a lot of thought that needs to go in some of the decisions in the estate plan. And things can change over time. So it is not necessarily a one and done thing.
