From what I have researched, NATO including the United States can build or upgrade their military facilities at anytime since 1951. Why not do that? We do not need to "aquire" it to "move forward" from the aspect of military protection. Obviously the US and Canada stand to gain the most from this from a "Golden Dome"  prospective just by proximity. Spend the $ money militarily to deter anyone.... we'll have to anyway if we aquire it or not. Chance we can get NATO or possibly Canada to maybe chip in a little this way versus going it alone. But it's like anything.... if ya have access to a blank check, who needs a budget?
