E ND | Cattle are obviously ground grazing animals, do you think the height of that feeder plus the build up and having to reach up to the hay is part of the problem? I'd flip that feeder over to clean it out then maybe drop the bales from full loader height a time or two after pulling the twine off before setting in the feeder. See if you can loosen the whole thing up a bit before feeding.
