If over $19,000 then you have to report it. However there is no tax until you hit the lifetime higher number. Also if the individual you gift it to gets into financial problems it could be loss. And in nebr over $100,000 inheritance sees an inheritance tax. If you gift it then you need to live at least 3 yrs or inheritance tax kicks in.
