Central ND | Theres a very good chance her Samsung has it. Both my wife's and my Samsung phones have the ability to do it. Wife used to bump it randomly all the time when she would talk to me. Good chance they are either bumping the option and just unaware its getting pushed.
Since you mention the sister in law had the recording symbol on there's a good chance she bumped it. And the conversation is also recorded and saved to her phone.
This icon, on Samsung, will record the call and the caller on both ends will hear "this call is being recorded"
Second photo shows icon green with record at the top meaning I activated it.
