I think it is more complicated than they don’t pay taxes because they do but it has something to do with being an “exempt individual” because they are not a permanent resident yet and they are exempt from taxes on their foreign income. They are using it a loophole of some sort. I don’t know how but I think this is where the 5 year talk comes from.
