A lot of them were basically retirement plans for those in my grandpa's generation that either didn't have anyone coming back to farm in the 80s/90s, or those that had to sell out but were able to keep the land. CRP paid better than renting out to neighbors to farm back then. Same thing happened in the 50s with soil bank
