You guys have a weird definition of "lie". Good Lord. 

In Massachusetts it was a Republican bill, and largely seen as the Conservative answer to try to get control of both uninsured individuals and health care costs. 

When the Obama administration brought it before congress, it was still the same Conservative answer, crafted by the same Conservative economists. It just wasn't backed by Republicans at this point, because Republicans had become reactionary hacks.
