I don't see how it will affect a thing. Tar spot will still over winter and make it. Southern rust blows in from the south every year. You could wipe out everything in Iowa now and still get southern bad next year if it has weather patterns that support it blowing in. The only thing this long cold is helping is insects and compaction.
Any chance you change fungicide timing applications next year?
