In the OP example, with an Olsen of 4ppm, assuming little stacked residue, simply because the nutrients would not support lush growth, the pool of nutrients for the next crop is from the pool measured by Olsen and the decaying CRP residue. The OP options are to apply P at an aggressive rate or "let the biology do the work" Soil health warriors claim that good biology can pull P from the untapped reservoir, but I have not been able to do it "here".
So, I don't need to discuss it, I simply want to find the resource to explain the process to me.
