We have a cheap abundant and steady supply of it.

We have no capacity to spare in North America to make it. If we did it would do as you say.

The most recent plans I had heard of was CHS by spiritwood(why?) That they canceled because it was " too expensive" of an estimate yet they dumped that entire cost into a fertilizer manufacturing company, a small share of one.
