 MN | Rocks hit that crossmember and knocks the paint off and it starts rusting from new. It's already rusted thin or through, that's why the angle iron is welded on. It doesn't get painted well where the tubes cross so you get that rust jacking.
If it isn't jacking between the aluminum wall and the spreader plate on the outside, cut the tube out and replace it. If it is, cut the hucks on the spreader plate and clean that up too.
Not a hard fix to replace that crossmember, but some places get an incredible amount of money to do it.
