Someplace around 15 has been my experiece. Lots of variables. Deere tractor with front tank on road into wind, bad. IH tractor with tank above engine working in calm wind, lot more forgiving. Coming out of warm shed helps a lot. Diesel engine not laboring is hard to get warm. If it is working, lot more heat generated.
