Being from the rust belt myself, that frame don't look too bad to me. No worse than the 3 year old trailers we have. I'd for sure cut those bubble gum welds off those patches and put a big piece of U channel in there instead, or cut out the bad piece entirely and replace with a chunk of square tube. Otherwise the rest of it wouldn't scare me.
