S Illinois | Allowing is not the same as requiring. The RFS had teeth as it mandated usage amounts. E-15 without a mandate is worth little. Usage will increase marginally unless a mandatory blend rate or volume is included.
Edit: One metric to watch is how easy it is to include this in a bill. Oil/refiners losing 5% market share would require monumental legislative fortitude to see it across the goal line as law. Something like that won’t be done in a small fundings bill or ag bill. Don’t get me wrong it’s better than not having it but it’s not going to increase ethanol demand by 50%. Think low low single digits.
