When I first read the OP, I thought, what a great idea for a big dump tank and clean up hauler.
Then I read the rest of the post I questioned why. Depending on your State regs, why would any FD want the investment in a tractor if local units are available to slide under the trailer and go. This assumes there are no unusual tractor needs, PTO, clearences, fifth wheel setting.
