Up here in Whiteside Co we have sap sampled both corn and beans and gotten deficient cobalt results. Also low on Moly.
We have been doing about a pint of cobalt in our foliar passes when needed, but as part of a broader mix of micros, so I can't speak to the impact of cobalt alone.
