Health care costs(insurance costs) had been exceeding inflation for many years before the ACA was passed. In fact, rapidly increasing health care costs is why the ACA was even envisioned. And the ACA was a REPUBLICAN plan. It was first instituted by Mitt Romney's dad in Massachusetts. The scary thing is, it didn't work there, either. Insurance companies make billions upon billions of dollars, and spend billions on lobbying, but they have not product. There's your problem.
