Get higher of the 2 for 25.

But meeting i was at last week says that for 26 do not get in hurry to sign up. Very good chance signup wont be until we actually know what will be better choice as in very late in the year. Said because no way fsa can stay on top of everything with current things going on let alone start that yet too. Time w tell.
