When you engage steering with a steering valve installed, the steering wheel will actually turn as well.
Prior to having the valve installed, if you turn the wheels while driving if the steering wheel wants to return to center that is typically reactive steering, that's my experience anyways. I will say on the box car that had reactive steering, it did not return to center. Maybe an age thing?
