So why can the US not do all of those things you listed already? No one is stopping the US from building more military bases or starting back up the bases the US abandoned in the last 40 years.

As to the minerals, they aren’t much different than Venezuelan oil. Extremely expensive to extract. That’s the reason there hasn’t been a big push to start up mining operations. Accessibility by heavy equipment has to be done by boat-when not frozen or air. And then one has the issue of material volume to access the rare minerals. Processing is energy intensive which is somewhat difficult to do in remote areas.
