NW Illinois
They are different. Preference is a straight non-ionic. It's big claim to fame was it's made in part from soy oils,

LI700 is over 30 years old. It's what I call the old good stuff. Made with old style industrial petro chemicals.

Preference actives are Alkylphenolpolyethoxylate and soybean based fatty acids.
LI 700 actives are Phosphatidylcholine, methylacetic acid, and alkylpolyoxyethylene ether.

The methylacetic acid in LI 700 is the acidifier. It's considered a weak acid, closer to citric acid then say nitric acid or phosphoric acids. That acid is the base for vinegar. That's the nasty smell.

Edit from google: Alkylphenol Polyethoxylates (APEOs) and Alkyl Polyoxyethylene Ethers (also known as Fatty Alcohol Ethoxylates or AEOs) are both non-ionic surfactants used for wetting, emulsifying, and detergency. The critical difference between them lies in their chemical structure, environmental impact, and biodegradability. APEOs contain an aromatic benzene ring and are generally toxic and persistent, while alkyl polyoxyethylene ethers are typically aromatic-free, biodegradable, and safer alternatives.
