I hate to defend w1891 but that would mean 30,000 surveys were turned in. That is more than enough to offset the things you are pointing out. Everyone has to keep in mind that the usda getting within 3% accuracy would be very impressive, that is still 500 million bu on corn. The acres are very accurate, yield and stocks are an estimate in which is known to have a margin of error.
