Southeast WI | Who was this prominent wi agronomist? I have one friend that primarily pulls soil samples for a living but Tom is young. Outside of soil lab personnel I can't think of who you'd be talking about.
However your comments are a good way to go about the op's challenges on this ground. Its like nitrogen - if you fall or even spring apply it all you need X units. Sidedress the majority, you minimize losses and it is X minus some number. Efficiency wins.
