Only 2 things it can be, either the PO check in the valve bank, or the piston seal in the cylinder.

To diagnose the cylinder, you retract the boom all the way, and unhook the line that goes to the blind end/base end of the cylinder. Install a plug in the hose end. Then start the machine and hold the pedal/lever/handle in the down/retract position. If oil starts to come out of the cylinder fitting when you are holding retract on, you have a leaking piston seal. If no oil comes out of the cylinder, the piston seal is holding pressure, and you have a leak in the check valve on the valve block. I would test both cylinders.
