NW IL | I heard someone give a talk about this recently. They said it was partly politically motivated, worried that the rural folks would rise up and had too much power in general.
The same person said he was a gov't auditor in the 1980's and caught several banks selling out farmers with good cashflow while letting the one's in trouble go because the banks wanted the cash from selling assets.
