They can be used that way, catch is you have to have good credit to get the offer. Transfer fees are getting lower, if you pay a 3% transfer fee then get 0% for 20+ months, that is cheap money. My farm credit note got up to 8%, still over 6% I think.
5% transfer fees are more common but I am seeing some lower ones.
