Soil tests are simply an indicator of the statistical probability of crop response. They don't directly correlate to the amount of a nutrient in the soil.

Lower test numbers indicate a higher chance that the crop will respond positively to a fertilizer application. Higher test numbers indicate a lower chance of positive response.

That's really all it is.
