The math is, it was a $16billion bill, 5-6 went out for phase 1, it is expected phase 2 will be less than $3 billion, so doing the math that leaves quite a bit of overflow. Will they rewrite rules yet again, cap phase 1 at 70% and let some case to phase 2, and on and on, maybe, but really, after phase 2 signup it should be a known quantity. I would add, the application of sdrp is evidence of why the usda is such a mess. And frankly, I think the admin is slow walking the program on purpose, for whatever the reason
