S Illinois
Here are some numbers I ran regarding "non harvested acres" and "% of planted acres harvested". I did the last 10 years and then 2 high yielding years.

25: 7.5 million. 92.41%
24: 7.9 mil. 91.31%
23: 8.1 mil. 89.23%
22: 9.5 mil. 89.23%
21: 7.9 mil. 91.50%
20: 11.7 mil. 88.55%
19: 8.4 mil. 90.64%
18: 7.6 mil. 91.45%
17: 7.5 mil. 91.68%
16: 7.3 mil. 92.23%
14: 7.5 mil. 91.72%
09: 6.9 mil. 92.01%

2016 is arguably the closest analog year regarding a great WCB crop. And for the Southern Rust aspect, it was another year of big Southern Rust outbreaks just further south when compared to this year. To match 2016 harvest %, harvested acreage would have to come down 175k acres. The % is high, but total amount of acres not harvested are right in line historically when abandonment is low with good weather in the western fringe of the corn belt.
