Yes. However, exclusions apply, and although fees can be waived for the “public interest,” you could be sent a bill if you want it. As an example of cost, a local school had a foia request, but said it would cost $14,000 to gather th information, so the request was withdrawn. I suspect at this level, even if you could the cost would be extraordinary, which means most likely it would take a well funded class action. And then you would run into other issues. So in essence, somebody would have to want it, real bad.
