For a 3100 lb camper, a early 90s TBI Chevy 4.3 V6 5 speed manual. If you can't find one with a manual, don't bother with the V6, the automatic makes them suck worse than it makes the V8 suck.
2wd would be the simplest with best mpg. The v6 sits so far back in the chassis that they do surprisingly well for a 2wd in the snow.
4wd is kind of a **** show on a GM maintenance wise, oil changes and grease jobs are no fun. Performance wise if on stock height and close to stock tires they hold up fine and handle great.
I never got below 17 in my 91, as high as 22. Pulling a trailer I think I got as low as 13-14, but the t was always a 18' car trailer, not a camper. More weight but less wind.

Id beg him to buy some ****box car for the winter months, as salt eats these old girls up, and they don't make them anymore.
