I am thinking it must be the circuit board, though I hate spend $250 on a $600 dollar furnace if that isn't it.
Any ideas?

I hate throwing stuff out needlessly but sometimes that is the prudent thing to do.

Few years back we had a heater on a drier bin giving us fits. I replaced lots of parts and wiring. Had two different service guys out to see if they could figure it out and then finally did what should have been done in the first place. Threw the 25 year old burner in the scrap iron pile and bought a new one.

Between parts, my time and the service calls we spent more on the old Heater that went to scrap iron pile than what the new one cost. That was a costly lesson.
