N W Ohio | I would check the diaphragm in the air fuel ratio control. It’s on the back of the injection pump and has a line coming from the intake manifold. It doesn’t give full fuel till there’s adequate boost.

This is the part number from cat. I’ll try to attach a pic of the parts break down.
