Your area is the same as ours. I would never go with a sickle bar mower. I run a 11' JD 835 disk mower center pivot but most are 9' side drawn and those are less expensive. A 70hp can run a JD 9' easily. With hills you need front end weight. Whatever brand you buy look it over really good. Look for cutter bar damage and oil leaks. General appearance will tell if it's been abuse.
