Once had a similar problem with a 3406 PEEC engine. Finally found that some gravel had gotten into the fuel tank and one rock was just large enough to not fit into the fuel line but small enough to get stuck in the inlet. It would let enough fuel flow to run but not enough for power. Not likely, but possible.
