Not a fancy one like that, but have a small one from Harbor Freight to use for lawn mowers and golf carts. It actually works surprisingly good if you warm oil a bit. Only thing with small engines you have to suck from dipstick so just a small hose to suck with.  And it all depends upon how the dipstick goes in. If a nice straight shot to the oil pan, it usually gets just as much as dropping the oil plug.  If the dipstick goes in at a curve the hose has a tendency to curl up.   

  Have used it for hydraulic oil and diesel fuel, and it works quite well with a little bigger hose.   So I think they all are going to work on the same principal of the air blowing over a hole to create a venturi effect to get the vacuum.

  So I would say if you can get the hose to the bottom and oil not to thick they work. Pretty simple operating principle.  On the one you have pictured it is just blowing air out that  black looking muffler. No moving parts.

edit to add. Mine is a Holt not exactly like this one as i can use air or is hand operated also if no air available. I had strickly hand operated first> I wouldn't bother with that unless no air available.  

This Vevor One I think would do the same. The Vevor stuff I bought seems as good of China stuff you can get elsewhere.
