Pedee, Oregon		It would be more cost effective to cover the farmers loss and/or pay them to keep the water rights active.

Might be options to lease to small farmers for market gardens but don’t know your location.

Pivot or mini pivot idea sounds like someone is using your HOA for a quick buck.
