Neutrals only carry the unbalanced load between the two hot legs. If you have a 240 volt load, carrying exactly the same amperage on both hots, there's no load on the neutral. If you have 20 amps on one hot, and 25 on the other, the neutral will be carrying 5 amps. This is why it was common to see undersized neutrals feeding panels.

Edit: If you only have one 120V load pulling 12 amps, the neutral will able carrying the full 12 amps.
