I had a 1993 940 Volvo that could get 30mpg in a larger city using the AW71L Aisin-Warner transmission. But, avoiding stop signs, and keeping the vehicle moving between traffic lights is how that is done. 30mpg was not always possible to do, but it could be done; doing it tends to piss off other drivers while slowing down for the next light to turn green. They are in such a hurry to get to the next red light....idiots.

With EVs, better "mileage" is possible at lower speeds, like in a city environment. Highway speeds decrease range, just like ICE vehicles.

When it was stated a 1960s Rambler American got 51.281 mpg in the Pure Oil Economy Trials, the only way that can be done is with a transmission that goes into neutral when the accelerator pedal is released.
