This is a reach, but on recptacles like that you can break a common tab between the screws on each side. This allows someone to make one half a switched receptacle and the other half hot all the time. Obviously it takes more than 2 wires. Check and  make sure that tab is in there on both sides and you are plugging into the same half you are testing.



Sooo many things it could be but this does make sense. I could see testing and getting power in the one outlet while the grinder is still plugged into the other:(
